Overview of CTR

Commute Trip Reduction (CTR) encourages alternative transportation options to help reduce air pollution, traffic congestion, and fuel consumption throughout Washington State. Requirements are focused on employer-based programs at major worksites (with 100 or more employees) that support employees in choosing sustainable commute options, such as walking, bicycling, riding transit, or working from home, and reducing their drive-alone trips.

    Congestion and traffic affect more than just vehicles on the road; they impact our entire community. Increased traffic leads to higher air pollution and carbon emissions, posing risks to people and the environment. That's why we’re seeking your input to develop comprehensive CTR plans for each area that address our communities’ unique needs and enhance mobility and quality of life for everyone.

  • How we’ll use your feedback

    Your responses to the questions below will be used to draft 2025-2029 CTR plans for the following areas:

    • Arlington
    • Bothell
    • Edmonds
    • Lynnwood
    • Marysville
    • Monroe
    • Mountlake Terrace
    • Mukilteo
    • Unincorporated Snohomish County


    Community Transit will post draft plans for public comment later this summer, and each city and the County will provide an opportunity for public comment on their finished plans in early 2025.

  • How the online open house works

    This webpage is organized into four sections that will be included in the CTR plan. Each section of this site provides an overview of a section of the plan and then invites you to provide your feedback by answering questions. Click the "Begin Survey" button to view these sections. Later in June, we’ll update this page to include draft plans from each area, so you can review them and provide your comments.
